How selection works here

Georgia's QBS statute, O.C.G.A. Chapter 50-22, binds state agencies only and not cities or counties, so a metro Atlanta firm plays two different games: state and GDOT work must be publicly noticed at least 15 days in the Georgia Procurement Registry and ranked on qualifications with a shortlist of three to five firms, while City of Atlanta, Fulton County and school district work runs on each body's own local rules and platforms. GDOT is the sharpest gate: you cannot be considered without area-class prequalification from its Consultant Prequalification Manual, project-specific work drops in "Batch" advertisements three to five times a year off a published Consultant Acquisition Forecast, and on-call IDIQ contracts (capped at five years) get a 30-day Public Notice Advertisement on the Registry before the RFQ ever issues, which is the real window to build a team. On federal-aid work GDOT caps all non-QBS criteria, including Local Presence, at 10 percent of the total evaluation, and only firms certified as DBE by GDOT itself count toward a DBE goal, so an out-of-state DBE certification buys nothing here. Local nuances stack on top: Fulton County advertises through BidNet Direct's Georgia Purchasing Group and also posts to the Registry at $100,000 and above, the City runs sourcing in Oracle Cloud with Office of Contract Compliance EBO and SBO certifications administered separately from the Department of Procurement, and the Georgia State Financing and Investment Commission defines an eleven-county "Atlanta region" (Cherokee, Clayton, Cobb, Coweta, DeKalb, Douglas, Fayette, Fulton, Gwinnett, Henry, Rockdale) where its prequalified-firm search radius tightens to 25 miles instead of the 50 miles used statewide.
